This report presents results of Turning Point's baseline survey of state health agency (SHA) practices in performance management, including individual SHA profiles. The study characterizes the types of performance that agencies manage, the frameworks they use, and the outcomes they report as a result of their efforts. The survey instrument may be useful to other researchers or organizations interested in examining performance management practices.
