In October 2001, the Centers for Disease
Control and Prevention commissioned the Center for Law and the Public's Health at Georgetown University and Johns Hopkins University to produce The Model State Emergency Health Powers Act. This commentary provides background and history related to the Model State Emergency Health Powers Act and a discussion of the major concerns raised by the public, policy makers, lawmakers, and national organizations during and since its development.
